When Andhra Pradesh was divided into Andhra Pradesh and Telangana in 2014, Hyderabad was designated as the capital of the newly formed Telangana. The then CM Chandrababu Naidu envisioned Amaravati as the capital of Andhra Pradesh. Thousands of farmers on the banks of the Krishna River gave their fertile lands, covering 33,000 acres, to the TDP-led government.
However, the political landscape changed in the 2019 elections when the YSR Congress Party came to power. CM Jagan Mohan Reddy proposed a three-capital plan for the state, inspired by South Africa’s model. The AP Decentralisation and Inclusive Development of All Regions Act, 2020, suggested Visakhapatnam as the executive capital, Kurnool as the judicial capital, and Amaravati as the legislative capital.
This move aimed to ensure balanced development across the north coastal districts and backward Rayalaseema. Despite Governor Biswa Bhusan Harichandan’s approval in July 2020, the proposal faced severe opposition, especially from farmers who had given their land for Amaravati's development. The High Court ruled in favor of the farmers, directing the government to continue developing Amaravati as the sole capital. Nevertheless, Jagan Mohan Reddy revived the three-capital proposal in September 2022, arguing that decentralization is essential for all-round development.
