Solar panels out put voltage is higher than what is needed for a battery to charge there by you have to use a solar charge controller. There are two main types one is PWM the other is MPPT. PWMs reduce the voltage enough to charge the battery but in the process they loose power. MPPTs on the other hand bring down the voltage and also increase the output amps there by getting the most power from the solar panels. They are also more expensive making them off limits for most 1st time solar DIYers. Especially for higher power panels, this is where the DC to dc step down converter also known as the buck convertor can be beneficial.
This is not an MPPT charge controller so dont expect very high amps. Yet the buck converter can efficiently step down the voltage as long as the input voltage is higher than the output voltage and is stable. When stepping down it also increases the available amps. This makes it slightly more efficient than a PWM controller. It is also very cheap compared to MPPTs.
NOTE: I have removed the product link for now until completing all tests, because it is only giving a minimal boost to the system in small panels in full load.
