The 29-year-old woman driving at the time of a fatal crash in Puyallup that killed four children in January had a blood-alcohol level of .201%, well above the state's legal limit of 0.08%.
Kiarra Monaghan was driving at speeds in excess of 100 miles per hour at the time of the crash on state Route 512 on Jan. 14, according to information from Washington State Patrol.
