Another Baltimore City mother says City Schools has failed to educate her son who has disabilities.
This is now the fifth student Project Baltimore has interviewed from a fourth City school who missed significant amounts of class and received a report card with fake grades and attendance.
Shai Waddell just finished first grade at Mary Ann Winterling Elementary in west Baltimore. His mother considers the last school year a complete waste.
“It's been a nightmare, honestly. Just a nightmare,” said Shai’s mother Ebony Frisby.
