How to use the Commander Upgrade "Darth Vader" for the Empire in Star Wars Armada.

Note: If you have drawn the damage card "Faulty Countermeasures - You cannot spend exhausted defense tokens."
You cannot use Vader ability on any exhausted defense tokens to spend it to use for a reroll.

Currently this card has been issued no clarification by FFG.
