Step 1: To set up a VM on your Windows 11 PC, you'll need to install VMware Workstation 17 Pro. You can download it from the link below.

Step 2: After installing VMware Pro, you can download the Windows 98 ISO file featured in this video tutorial from the link below.

Step 3: Once you've downloaded the Microsoft 98 ISO file, fire up the #VMware virtualization program on your computer. Happy virtualizing!
Step 4: When you're ready to create a new virtual PC, click on Create one from the choices available on Workstation Pro's main screen.
Step 5: To set up the virtual computer with more advanced settings, choose the Custom (Advanced) option in the New Virtual Machine Wizard window and then click Next.
Step 6: Please choose the version of Workstation (5.x) that is installed on your computer in the VMware VM compatibility window, and then click on the Next button.
Step 7: To get started setting up the VM, click on "Next" after selecting "I will install the OS later" in the guest operating system selection window.
Step 8: To set up, choose "#Windows98" from the options in the Guest Operating System window, and then click on Next.
Step 9: When you get to the Name and Platform window, enter a name for your old operating system. Choose a location on your external HDD for installation, or use the default location.
Step 10: Remember to select BIOS for Win98 in the Firmware Type window and then continue.
Step 11: When you get to the Processor window, just set 1 processor for the Win98 virtual machine, and then you can continue.
Step 12: Please keep in mind the following information: In the Memory window, choose 1 GB as this is the maximum amount of RAM that Windows 98 can handle.
Step 13: In the Network Type window, choose the NAT network type if you want to use another IP block from your host's IP block. Then, you can keep going.
Step 14: Remember to select the BusLogic disk controller in the I/O Controller Types window and then click Next.
Step 15: Don't forget to choose the IDE disk type in the "Select a Disk Type" window and then click "Next."
Note: If you need to install drivers for devices like audio or USB in your Windows 98 virtual machine, choose IDE as the virtual disk type. SATA disks may not work when the hardware compatibility settings of the virtual machine are changed to determine the hardware.
Suppose you still want to install it on the SATA disk when installing drivers. In that case, you'll need to open the VMDK file with Notepad and change "adapterType" from "lsilogic" to "ide".

Step 16: When you see the "Select a Disk" window, choose the Virtual Disk and then click "Next" to set up a new disk for installing a fresh operating system.
Step 17: In the Disk Capacity, choose the size for the Windows 98 virtual disk. Opt to store it as a single file on your host instead of multiple files. Then, continue with the process.
Step 18: Add the ISO file after setting up the new virtual machine for Windows 98!
Step 19: Start the VM by hitting the Power button. At the boot screen, select "Boot from Hard Disk CD-ROM," then press Enter to start Windows 98 Setup from CD-ROM. Follow our video tutorial to complete the Win98 installation on the guest device.
Step 20: After installing your Windows 98 system, go to VM / Install VMware Tools from the menu. Follow the setup wizard, click Next, choose Complete setup type, and restart your VM to apply the changes.
Step 21: After installing VM drivers, you can easily send files between your host computer and your virtual machine and also utilize the host computer's hardware.
