The reported units so far, known that the extra caps cause the issue at least in one batch: Matek R24-D&R24-S, Jumper Aion RX Mini, but can be partially corrected towards center with removal of caps
The initial batches of JHEMCU (rebranded and sold as Flywoo, HiYounger as well) has the frequency deviation already way too off even without the extra caps, so the solution above cannot be applied. There is a newer batch out there that has not been tested for offsets

In the case of matek, this means Matek's measurement method (custom-made loop probe on the XO) was not adequate to measure the true frequency of the unit.
To all manufacturers devs suggest alternative frequency measurement methods: directly measuring CW frequency from SDR, or pair with TCXO-equipped TX unit, and read the compensation value from the frequency debug flag.
