Pouring new concrete stairs over old concrete stairways can create a few problems, one of those problems will be excessive cracks and eventual deterioration of the staircase itself. I'm not about to suggest that this will happen every single time, but why take a chance. Simply by removing the old stairway and pouring a new one, this problem can be eliminated or at the least reduced, to prevent future home repairs.
