Setting up settlements in Fallout 4 requires resources like steel, wood, circuitry, copper, and many other resources found in Fallout 4 junk items. You can't fast travel in Fallout 4 when you are over-encumbered unless you have several skill points in Fallout 4's Strong Back Perk. So you'd be traveling between 2 locations to transfer the Fallout 4 resources and junk to build beds, water pumps, and shelter for the Fallout 4 settlement.
Or you can use Fallout 4's Local Leader Perk with 1 skill point in Local Leader to unlock the ability to have a settler set up a supply line between your settlements in Fallout 4. This makes managing new settlements easier in Fallout 4.
P.S. I recorded this late at night so I'm sorry if I sound out of it. I said I'll just play Fallout 4 and work on my settlements for like 30 minutes to an hour 30 min and next thing Caboose knew, it was 2am. Caboose likes Fallout 4.
