Valentino Colorgraph Waterproof Gel Eyeliner Pencils. They come in a matte and shimmer finish. These are silky smooth and easy to apply and there is about 1-2 minutes time to smudge the liner with the brush tip end. After they dry down, they do not budge. I have to use soap and water to remove. Rich, vibrant pigment in luxury liners can be hard to come by. I used to use Urban Decay liners for the vibrant colors, but they would smudge on me and were so difficult to remove.
