During his term as Governor of the Commonwealth of Virginia, Democrat Gerald Baliles became known as the "transportation governor" and for his work to clean up the Chesapeake Bay and increase foreign trade.
Baliles, who served from 1986 to 1990, pushed through a 10-year, $10 billion transportation initiative during the first year of his administration that required increases in the gas and sales taxes.
He passed away on October 29, 2019 at the age of 79.
