Always upgrade your RouterOS to the latest version, for fixing bugs or getting new features.Downgrade needed if hardware does not support the new version there is a script that can’t be run in the new version.
Upgrade package should consider the rules of your license level.
Upgrade and downgrade also have to consider type of hardware architecture.
