Make sure Windows 10 is activated and all the Windows Updates are installed and the try to change your desktop background.
what happens when you try to change the Desktop Background (are the options greyed out or does the wallpaper revert)?
Is your computer connected to domain (organization)? If yes .. Please follow the 3 steps mentioned below.
Method 1 : Fix Corrupted TranscodedWallpaper
If the TranscodedWallpaper.jpg file has become corrupted, you may be unable to change the desktop background picture. To resolve this issue, delete the TranscodedWallpaper.jpg file. To delete the TranscodedWallpaper.jpg file, follow these steps.
1. Press Windows + R key to open Run window. Paste the following in the Run window or you can browse to the location. Make sure Folder Options are set to unhide hidden files.
%USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes\
2. Right-click the TranscodedWallpaper file, and then click Rename.
3. Change the file name to TranscodedWallpaper.old, and then click Yes when you are prompted.
4. If slideshow.ini is listed, double-click this file. Slideshow.ini should open in Notepad. Select all the text in slideshow.ini if any exists, and then press Delete on the keyboard.
5. On the File menu, click Save.
6. Close Notepad.
7. Close the Windows Explorer window, and then browse to the picture that will be set as the background image.
8. Try to apply a background picture again.
Method 2: Check the Remove background setting under the Ease of Access settings
There is an Ease of Access setting in Control Panel that removes background images. To check your background settings in Ease of Access, follow these steps.

1. Press Windows + R key to open Run window. Type control and press Enter.
2. Click on Ease of Access Center.
3. Under Explore all settings, click Make the computer easier to see.
4. Make sure that the option to Remove background images is unchecked.
5. Click OK twice, and then close the Ease of Access Center window.
Method 3: Check Group Policies
If you are using Windows 10 Pro, then you can check the following setting.
Before proceeding, make sure to create a System Restore point on the computer.
1. Press Windows + R key to open Run window.
2. Type gpedit.msc and press Enter.
3. Navigate to User Configuration/Administrative Templates/Control Panel/Personalization
4. Double click on “Prevent changing desktop background.”
5. Select the option “Not configured”.
6. Click on OK.
Check if you can change the desktop background.
