This is my method for completing The Baneful, Elusive Target Arcade. I'll be showing you how to complete all 1-3 levels fast and get a silent assassin rating on all of them.
The items/starting locations needed for these methods:
Level 1, The Pharmacist: The Red Carpet (default starting location), Sieker 1, coins, and a lethal syringe.
Level 2, The Angel Of Death: Undercover In Zaydan's Compound (starting location), Sieker 1 and a lethal syringe.
Level 3, The Heartbreaker: Vineyard (starting location), Sieker 1, coins and a lethal syringe.

By completing this Elusive Target Arcade, you can unlock the Ancestral Fountain Pen. You can also unlock it by completing The Epicures, which I have made a guide for so check it out as well:
