Answer:
Go to the Shanty Pass and speak with Shanty. Select the first dialogue option, then select the first dialogue option again (the one where you are a bandit). This will get you thrown into the Shanty Jail. Refuse to pay the 5gp fee to Shanty and you will get teleported to the Port Sarim Jail.
