In Texas, a man is placed in handcuffs after a traffic stop finds him with meth. The suspect attempts to escape and flee from the officer but he doesn't get far in his handcuffs. Elsewhere, officers respond to an attempted burglary and in Washington cops catch thieves with a stolen vehicle.

Real-life officers are followed by a camera crew, cinéma-vérité style, in a gritty up-close look at police work and the consequences of crime. It spawned a number of police-reality imitators.
