Too often whether you are a buyer or a seller on ebay, shipments while in transit can be held at customs. When it is held at customs and the package is not delivered to the recipient, they can open up an ebay case claiming Item Not Received. Tracking will show that it was shipped out and arrived in the country on time but it was held at customs for several days or weeks. In this case the buyer is responsible to release the package from customs. They need to pay customs fees, import fees, vat taxes, brokerage fees, you name it. If they don't release the package, it is the same thing as them refusing a package and that clears the seller of any responsibility of delivering it.

In my case, I had a buyer who opened up an item not received case. It was held at her country's customs and she has to release it by whatever means her customs office is asking from her.

Ebay closed the case in her favor but I was able to communicate with several Ebay reps and explain that the tracking number shows all the evidence and buyer is responsible for customs as laid out in the Ebay Policy.

It took the third rep to finally understand this and I got the case overturned back in my favor. Few days later, I checked the tracking again and the buyer ended up getting their package anyways so she could have ended up with all her money AND the shipment for free. Luckily, I got my money back.
