Soviet tanks, missiles and artillery paraded through Red Square in the annual Revolution Day ritual, but the Defense Minister, Marshal Dmitri F. Ustinov, was not there to review the display.
Soviet officials said that the 76-year- old minister, who has not appeared in public since late September, was ill.
In his place, Marshal Sergei L. Sokolov, a First Deputy Defense Minister, said in a keynote speech that American policy presented a threat of war and that ''we have never wavered and will never waver in the security of our country and the security of our allies.''
