The anime gives some hints to the answer of this question and who Blue had to defeat after Lance before taking the title of Champion before his inevitable defeat in battle at the hands of Trainer Red. But what about in the video games? The theme of being the strongest trainer possible is presented to you when you start your journey through the Kanto region, but it's never explicitly stated who you have to defeat in order to take the title of Champion.
