Though this may seem straight forward, the game disables achievements for the entire play session whenever console commands are activated. Normally this makes it so you can't use console commands (or mods) to your advantage in order to earn achievements. However there is a perfectly simple workaround to this that simply utilizes closing the game, and restarting the play session with the console-commanded game file saved in it's cheated state.
The ability to gain achievements is granted in the new play session, despite there being "cheats" active on the save file in use.
You can utilize this to gain almost any achievement in the game using a little bit of ingenuity.
The only caveat is that if you fully meet the requirements of an achievement while in "achievement disabled" mode, you will need to restart the ENTIRE achievement.

For example if you were to deal 9999 damage with guns while disabled, save the game, and restart it, you would only have to gain the last 1 bit of damage to get the achievement. Whereas if you got 10,001 damage with guns, while disabled, you will miss the achievement, and the ticker will restart to 0 after that point.
This means you can use console commands to get every quest update except the last one, then reload the game and finish the last step for quest achievements, or player.advlevel up to 9, reload, and gain another level for the level 10 achievement (and also 19-20 and 29-30 respectively)
There is a way to cheat just about every achievement if you get creative enough with commands.
