Characters 01 through 07 join automatically as you clear the different Leagues.

Characters 08 through 10 as well as 16 and 17 are available after you clear specific substories related to each character. After clearing each substory, you'll need to find each character and talk to them to get them to join; luckily they all appear outside of Club Four Shine.
