Hordak wound up on Etheria somehow and did a hostile takeover that caused a lot of pain and suffering across the planet. But in the end gets to live happily ever after with his girlfriend. They say that after the show ends he has to do community service by cleaning up beast island but that isn't shown on screen and it would make more sense to send him to Mermista's kingdom or something. Regardless, in our opinion Hordak got off way to easy. They also tried to force a bond between Hordak and Adora. You know, the girl he kidnapped and forced into being a child soldier? Weird.
