With 6.6 million new unemployment claims this week, the total of jobless Americans has grown to more than 17 million in a matter of weeks. NBC senior business correspondent Stephanie Ruhle says the government is “making massive efforts” to get stimulus checks out, but is running into logistical problems. She also says that “mass testing” is needed to determine when the economy can reopen.
