I don't know the chances of these animations playing, but I know that they are low. Scout's and Engineer's sounds are desynced with their animation due to Valve messing up the speed of the animation (playing in 24 fps instead of 30 fps, like they're supposed to) These animations are reported to play when you receive the ball from a long distance, or steal the ball (still a low chance after either of these I believe).
