Best:
5 Inquisitor for Castigation
6 Cabalist for Obliterate
11 Sentinel for various abilities and great passives
Dump rest of points into Inquisitor
Get Life and Death Concord ASAP

Or if you prefer melee:
2 Druid
4 Inquisitor for pulling spells
6 Justicar for healing and great passive talents
Put all other points into Druid. Inquisitor also has really nice passives.

Healing:
Go Warden all the way
Learn to roll hots
Sentinel as the secondary spec
