This builds a bit of meter (1 power charge, 2 x dp.C) between moves, probably usage is when you have close to 5 bars and score a hit off a crouching light kick. If you have 5 bars from the start, you are better off doing the QM xx Burning Knuckle X Lvl2 Buster Wolf xx Climax. Execution would be a lot easier than the combo in this video.
