This is 'Hexcells Plus' a puzzle game on Steam for a couple bucks. I'll be sharing the rules along with my opinion/review.

It's essentially just Minesweeper but with hexagons and some added logic clues. So if you like playing minesweeper and other logic puzzles, you'll really enjoy this one.
