This is how I corrected the hyper flash situation that occurs when you change your turn signal bulbs with new LED bulbs on a 1995-2005 (second generation) Chevy Astro Van. The work performed in the video was on a 2000 Passenger Van model but yours will be very similar.
New LED bulbs (expensive/long life) but most require a load resistor to be installed in the fuses, inline with the bulb, or you can just use a new flasher relay and avoid wiring in load resistors. I have used this iJDMTOY E29N Flasher Relay on both of my Astro Vans with great success. The one thing you may notice is that there is one extra click of the relay every other time or so when you end the signal. Totally irrelevant little issue, but strange at first.
