A strong atmospheric river is poised to impact California and bring over 10 inches of rain to lower elevations and feet of snow to the highest peaks of the Sierra Nevada. In this footage we see the beginning of the impacts of atmospheric river with heavy snow falling over I-80 through the Donner Summit. We witness an vehicular accident and see a backup created by the truck traffic stopped by chain controls. Most of this area is expected to switch over to rain in the next day, creating flood concerns for residents of the Sierra who are still recovering from the feet of snow received in recent weeks
