Despite looking quite "busy" this beautiful chinese melody must always sound "Andante". This will be achieved if you sing out the melody and not let the business of the lower parts become obtrusive. It might be an idea to just play the "tune" (RH notes with tails up) without any accompaniment to fix in your mind that which should be heard. And while on the subject of voicing, try to bring out the two LH crotchets in bar 20.
Regarding tempo, you can be quite free and not too metronomic. Apart from where specifically marked, a touch of rubato here and there wouldn't go amiss. You will notice a few of these touches especially in the middle section of this video performance.
If you have the luxury of a middle pedal, it can be used to good effect to hold the last chord of bar 32 while changing the sustain pedal for the successive chords of bar 33. Try and make the "cadenza" notes in this bar like a kind of harp glissando effect - very light.
