Needed to work extra hours after The Server Room show dealing with this SCCM 1706 WSUS failed sync issue. So here is a special extra after hours of TSR Episode 011.1. Here are the steps used to fix the WSUS sync issue with SCCM 1706:
1. Remove SUP from SCCM
2. Remove WSUS from Server Manager
3. Delete WSUS database
4. Delete folder content for WSUS
5. Reboot the server
6. Install WSUS within Server Manager
7. Establish the database connection with WSUS
8. Wait until WSUS is done with post configuration
9. Install Software Update point & configure
10. Open WSUS console and start sync - then close wizard
11. wait and check your logs WCM.log, wsyncmgr.log
