The Bush/Gorbachev Summit is over. The first treaty to eliminate long range nuclear weapons, the 1991 START Treaty, has been signed.
Bush and Baker turn up the pressure on Israel to negotiate with Arabs at a jointly sponsored Middle East Peace Conference. Israel still has not agreed to meeting as Arab nations have. The Israeli government wants Baker to agree that Israel can veto any Palestinian invited and Palestinians must remain silent, allowing Jordan to speak for them. In addition, the Palestinian flag must not be present. If these are agreed to it is probable that Palestinians will not attend.
