Dr Ahmed Shaheed, UN Special Rapporteur on Freedom of Religion and Belief, talks about why underlying and unchecked hatred and intolerance flare up in times of stress. He says education, including social and emotional skills, can counter such speech. UNESCO and OSAPG have brought world experts together to define hate speech and prepare for a global education ministers’ conference later in 2020.
