Don Downs is a professor of political science at the University of Wisconsin-Madison (UW) and one of the nation's leading defenders of academic freedom and free speech on campus. For years, Downs has led the Committee for Academic Freedom and Rights (CAFAR), the "go-to" organization for protecting student and faculty rights at UW.
Downs' work with CAFAR has resulted in a number of victories for individual rights on campus, including the abolition of UW's faculty speech code in 1999—an unprecedented event in higher education at the time.
In addition to his work with CAFAR, Downs leads a large lecture course on the First Amendment that is now legendary on the UW campus. He is also the author of Restoring Free Speech and Liberty on Campus.
In this video, Downs discusses the history of free expression in American higher education from the Free Speech Movement of the 1960s through today, and provides advice to students on how to ensure their rights are protected while in college.
