Based on an old Poké Community thread, and after inspiration from Agile-Eagle 1994 after he wanted me to recreate X-x (0xC4)'s cry in Generation II, "NotChicken" the Chikorita tries to communicate with us in an alien language.

You may be able to do this with arbitrary code execution, but I'm currently not sure how. You can recreate it with the following Game Genie codes for v1.0 US Crystal however:

XXB-119-2AE
XXB-129-E6A

(Modifies 3C:6B11 and 6B12 or offsets 0xF2B11 and 0xF2B12)

In this video, cry bases 0x44 through to 0x4D are shown.

Notes: The first code definitely decides the cry base, but could the cry base IDs be 16-bit? It sounds ridiculous as there are only 251 Pokémon, but if true amazingly there could be 65536 cry bases for us to experiment with.
