On the 15th of August, 1945 a radio broadcast a message from the Emperor Hirohito to the Japanese people. This was virtually the first time that his voice had been heard by the population at large (the first time was a mistake where they picked up his voice during a broadcast in the 20's) and his very formal speech surprised Japan - both in terms of what he said and how he said what he said. The Emperor's Voice Broadcast (sometimes mistakenly translated as the Jewel Voice Broadcast) was more or less the deciding factor in ending the war when it did end.
You would do well to note the lack of mention of Soviet movements in Manchuria and the focus on the Atom Bombs dropped on Hiroshima and Nagasaki.
In case you were wondering, the reason why 'We' and 'Our' are capitalized is because the first person pronoun he uses 朕 (Chin) is effectively the Royal We.
