유엔 AI행동규범 추진 '통제불능 괴수' 맞서 IAEA급 기구 구상
With concerns growing that artificial intelligence can become uncontrollable, the United Nations Chief has called for the creation of an international AI watchdog body that would be similar to the IAEA.

United Nations Secretary-General Antonio Guterres has backed a proposal by some artificial intelligence executives for the creation of an international AI watchdog body.
The UN chief said at a news conference on Monday that he plans to appoint a scientific advisory board in a few days, and an advisory board on artificial intelligence in September to regularly review AI governance arrangements and offer recommendations on how they can align with human rights, the rule of law and the common good.
He also said he would react favorably to a new UN agency on artificial intelligence and suggested the International Atomic Energy Agency as a model, which is knowledge-based and has some regulatory powers.
Guterres said he plans to gather a lot of opinions on the just-released principles for the UN Code of Conduct for Information Integrity on Digital Platforms, which he will issue before next year’s UN Summit of the Future.
"Alarm bells over the latest form of artificial intelligence, generative AI are deafening and they are loudest from the developers who designed it. We must take those warnings seriously."
Generative AI technology that can create authoritative prose from text prompts has captivated the public since ChatGPT was launched six months ago.
Concerns over AI, however, have been growing over its ability to create deepfake pictures and other misinformation.
Guterres added a model based on IAEA could be "very interesting" but noted that "only member states can create it, not the Secretariat of the United Nations."
The Vienna-based IAEA was created in 1957 and promotes the safe, secure, and peaceful use of nuclear technologies while watching for possible violations of the Non-Proliferation Treaty.
It has 176 member states.
Meanwhile, ChatGPT's creator OpenAI said last month that a body like the IAEA could inspect systems, test for compliance with safety standards, and place restrictions on degrees of deployment and levels of security.
