Hutus crammed into squalid jail
Conditions for Hutu prisoners in Rwandan jails continue to
deteriorate. A prison in Gitarama, designed to hold 400 inmates,
now holds 7000. One of the major problems is a lack of space to
sleep. The conditions are so cramped that many prisoners have had
feet amputated after spending long periods standing often in
excrement or stagnant water. Disease is rife among the Hutu
prisoners, most of whom are suspected of having involvement in
genocide. Aid agencies estimate 1,000 have died in the past year.
The International Committee of the Red Cross is helping to build
new detention centres to relieve the pressure on existing prisons,
and other aid agencies are emptying food from warehouses so they
can be converted to detention centres.
