Holes in rose leaves are most likely caused by the rose chafer or the rose sawfly. The adults are rarely seen. The rose sawfly larva look like gummy worms and will skeletonize rose leaves. They are not caterpillars so BT products will not work on them. They can be controlled by many different chemicals.
