Dr. Shabir Ally says that sending blessings to the Prophet doesn't imply that Muslims are praying to him; in the same section of prayer, Muslims also recite prayers for themselves and their children. As for whether the Prophet Muhammad instructed people to pray like this, Dr. Shabir Ally says there are hadith to that effect, but adds that this was a living practice that need not need to rely on hadiths, since Muslims have been praying like this since the earliest times.
