To collect these you will need your sim to buy and build a rocket ship before going on space missions, where they will have a chance to bring back a space rock from. It's best to upgrade your rocketship as much as possible as this will increase the success rate of space missions and overall just increase the likelihood that your sim returns with loot.
If you have My First Pet's Stuff, then buying and raising rodents is another way to obtain space rock collectibles. This is a much more passive method.
