Preventive war is not a silver bullet to solve the proliferation problem. This lecture highlights four issues: fighting against friends or neutral states, the location of nuclear facilities, information about the program, and the threat of retaliation. Combined, these factors mean that nonproliferation advocates must sometimes use other means to stop others from acquiring nuclear weapons.
