Get the Lan Fix Cheat here:

You need to have the game version at 1.7.
Download the lan fix cheat, put it in your game folder and open it.
now load any map you want, make sure you turn on Sv_cheats 1
and do as you please.

what does this program do?
it allows you turn manually turn on Sv_cheats to 1.
rather then it being blocked.

Fun note: this also works online if you are hosting.
