Kenyan Police Begin Patrols, But Haiti’s Gangs Are Unperturbed, Calls Kenyan Troops “Invaders” - How do you defeat an invisible enemy entrenched in a city's very fabric? As Kenyan police officers begin their patrols in Port-au-Prince, this question looms large over a population held hostage by ruthless gangs. Despite the arrival of these foreign forces, the reality for many Haitians remains grimly unchanged.
For Irvika François, a Haitian educator and feminist, daily life is a minefield of fear and uncertainty. She has moved her family and dares not venture more than a mile from home. The kidnapping of her cousin by gang members last year haunts her. In her words…
"I don’t feel the effect of the Kenyans’ presence,". "Nothing has changed in my life, and I don’t have increased confidence in my security. … I don’t understand why the Kenyans are here."
The deployment of several hundred Kenyan police officers marks the first phase of a U.N.-backed security mission aimed at dismantling the heavily armed paramilitaries, facilitating new elections, and giving Haitians a chance to rebuild their lives. Better equipped and armed than their Haitian counterparts, the Kenyan forces have joined local police in patrolling the streets. Yet, the gangs remain undeterred, continuing to set homes ablaze, attack police stations, and kill with impunity.
Nearly two years ago, former Prime Minister Ariel Henry called for international intervention to help restore stability. Since then, the gangs have only tightened their grip, taking control of prisons, seaports, fuel terminals, and even the international airport. Now, less than three weeks after the Kenyan police arrived, frustration is mounting among Haitians who see no improvement in their security situation.
