British Foreign Minister Ernest Bevin takes his place in the chair at the European Economic Conference.
Several shots of Bevin as he makes a lengthy speech, winding up the conference. He mentions the proposals raised and regrets the absence of the nations not present.
He says he will send the document to Mr Marshall of the United States by special messenger, then signs it. The report is passed around to the other delegates who all add their signatures.
