As an extra op, you need to acquire all XOF badges in Ground Zeroes to unlock this mission.

Definitely a fun one, did my best to include all the little references on some level. Probably not going to get this mission unless you've played Metal Gear Solid.
There's definitely a few lines I left out, though, such as Miller asking what the security level of your card is if you enter the admin building through the other door.
