You're using premiere pro on a high end top of the line PC and your still struggle to preview video with little if not any effects.
Simply answer may be - The video Codec.
H264 / H265 are very compressed and difficult to process.
Transcoding the video to something like ProRes 422 will make a larger file but preform much better.
