Why does South Africa have 3 capital cities?

The country has three capitals for the three centres of power. Pretoria is Home to the Union Buildings, and the office of the President. Cape Town is where parliament is located, hence the other capital. Bloemfontein is the third capital, it is the judicial capital of South Africa.
