In this video, I discuss the new CA measure being proposed in regard to changes to current E-Bike laws. Under this measure, if enacted, children under the age of 12 would be prohibited from operating all E-bikes. In addition, anyone without a driver's license in the state of California would be prohibited from operating an E-bike without proper certification. Anyone 12 and over (which includes adults without a driver's license) would need to pass a written E-Bike/road rules exam in order to use an Ebike of any classification.
