In May, Russia began a new offensive by attacking along the international border north of Kharkiv. With two months of effort, we can now make some preliminary assessments of what is happening. For now, it appears that Russia took a calculated gamble that has not paid off. The Kremlin has been exposed to new military and political risks, with the new offensive stalled and no major breakthroughs occurring elsewhere. Overall, this strategy thus far has worked against Russia's theory of war.
